I can't connect to STM32F103C8T6 using STM32CubeProgrammer

I tried to connect but it's always: "No STM32 target found! If your product embeds Debug Authentication, please perform a discovery using Debug Authentication"

I also try "Under reset" mode but still not working.

Can someone help me

Hello,

Sorry this is neither ST’s board (blue pill most probably with a contrefit chip) nor an ST’s ST-link (copied ST-Link), I cannot help you.

Are using a USB data cable or charging cable?

What is the board are you using? ST board? Custom board?
Check the power supply of the MCU. 
ST-Link firmware updated?

Show a schematic 

Error suggests chipsnis not powered or connected correctly. 

Make sure the ST-LINK gets the VTarget power from the board.
