I'm using IAR with a ST-link and having problems getting this code to flash. What does this error mean and how do I fix it?

I don't know, but:

To check if this is an issue with yourhardware vs. your software configuration, you could check if it works with different software, e.g. stm8flash (it can write Intel hex files onto the STM8S003F3, works for me with Intel Hex from IAR; SDCC, Cosmic, Raisonance).

Also check your programming connector is short. I had something similar and it worked with a shorter lead.
