STM8L151K4 - Startup issues on external power

Hi,

I'm having some issues getting code to actually run on the mcu. The power on reset doesn't appear to work, and I have to trigger an external reset via tying the NRST pin low to get the program to run. 

Cosmic + STVD was used, and STVP was used for upload, if that helps.
