What is the MSL of STM8S207C8T6? Is it 2 or 3?

We have STM8S207C8T6 parts with different COO and some have MSL listed as 2 on the manufacturing label and the others have 3 as MSL. Please advise which MSL is the correct one or they are both correct? Thank you.
