Does the recently produced stm32 mcu not work for downloading if the st-link v2 version is low?

The stm32L496VG I bought a long time ago downloads well, but the stm32L496VG I bought this time doesn't download.

Both were downloaded with the same st-link v2,
but it's very strange.

Does the recently produced stm32 mcu not work for downloading if the st-link v2 version is low?

• Is it a genuine ST-Link, or a Clone?

• What board is the STM32 mounted on? Have you checked for manufacturing and/or assembly errors?

• What, exactly, happens when you try to program?
  Show logs, error messages, etc
