ST link connection error on keil and ST link utiity not opening

My laptop was reset due to an issue, so when I downloaded Keil on it  and having done all the necessary Installations, My Keil was showing ST link connection error, and when I tried to install STLINK utility to sort out the issue, the STLink failed to open, it was showing "The code execution can not proceed because mfc140.dll was not found". I've reinstalled the program countless number of times too.

STLINK utility is an obsolete product. Could you try using the STM32CUBEPROGRAMMER. If the issue still here, please add a screenshot of the error inthe programmer.
