Any official programmer will work. Perhaps STLINK-V3MINIE which is cheap.

A few things could be going on.

Perhaps board isn't powered, is wired correctly, or has some other hardware error.
Perhaps the programmer is broken and doesn't work, in which case you should ask whoever sold it to you.

Does STM32CubeProgrammer recognize the programmer at all? Screenshots and error messages help to describe the problem accurately.
