VBUS not turning on on STM32H747I-DISCO

I am trying to configure the HS OTG port on the STM32H747I-DISCO dev board, but setting "Use external vbus" seems to be not enough. I can measure 0.8V on the CPEN line (measured from R11) but I don't see anything on the OUT line of the voltage switch (measured from the positive terminal of C7) and LD7 does not turn on. Is 0.8V the expected output voltage for CPEN? I do not see a value for TYP on the USB3320C-EZK datasheet.

Is there more configuration I am missing?

    About CPEN, when external 5V supply enable, CPEN should control the external VBUS power switch. CPEN is low on POR. Verify that the board is powered correctly, especially if you're using an external power supply. Ensure that JP4 is set to 5V and that the power source can supply enough current for the board.
