The lack of resolution and sharpness doesn't help.
Product built several years apart, packaged at different facilities.
"Doesn't Work" is not really a useful diagnostic, you'll need to debug the circuit, perhaps check other parts on hand to see if electrically they meet expectations, and are authentic. Perhaps X-Ray to determine die/lead-frame differences.
