XOSC_EN bit in Miscellaneous DCF helps for enabling the oscillator at device startup and the default configuration is with XOSC OFF. In your case I think you are just in one of the running modes the device supports. This is the common scenario and you have to enable the XOSC via the Mode Entry Module (MC_ME). Please refer to the dedicated chapter in the Reference Manuals for the correct procedure.
