i would like to know minimum circuit to program SPC56EL60L5CCOSR using JTAG .

I followed SPC5670L5DiSC board schematics ..i got issue..even though i didnt connect JTAG and i power on circuit the RESET_B pin always gives me LOW...which is not detected by UDESTK debugger so cant program ...i even disconnected the reset IC that also no help...if i power on RESET_B is always LOW..but in discovery its working properly..it has been pulled up by 2.2k...so its high...but in my design it is LOW..i follwed same...i need help with this.. i attach my schematic and also my refernce schematic.
