Unable to Connect SPC563M64 over JTAG Using UDESTK Programmer (UDE Software)

Hello,
I am trying to program the SPC563M64 microcontroller using the UDESTK programmer and UDE software.
Unfortunately, the JTAG interface cannot establish a connection with the MCU and I keep getting errors.
What I have tried so far:
- Carefully checked all JTAG connections (TDI, TDO, TCK, TMS, TRST, and RESET).
- Verified voltage levels on the board and programmer using a voltmeter and logic analyzer; signals look correct.
- Tested the crystal oscillator with both 8MHz and 16MHz crystals to rule out clock issues.
- Set the boot mode pins according to the datasheet.
- Double-checked power and ground wiring; no issues found.
Current Problem:
Despite all these checks, the JTAG connection still fails and UDE gives errors such as “cannot identify device,” “flash not accessible,” or sometimes “CHK Fatal Error.”
If anyone has had a similar experience or can suggest a solution, I would really appreciate your help.
