Yes, I downloaded version 2.1.0, and it doesn’t require this file.

Is this error related to the version? Is it necessary to use 10.0.0 to succeed?

The status of the NPU part of the St edge ai core changed.

Before, because of export control laws imposed by the US, we were obligated to provide the NPU part behind a form on ST.com.

So you had to first install ST Edge AI Core and then the NPU part (en.stedgeai-stneuralart-10.0.0.zip)

 

Now that it is not a thing anymore, the stedgeai core can be downloaded here with the npu addon directly inside:
