ST60A3H1 underwater performance?

The ST60A3H1 looks very interesting. While I understand an NDA is required for access to the complete details on this solution, would it be possible to say if it works underwater as communication between ROV modules?

Scenario:
IC A | 1mm air or mineral oil | 5mm plastic | ~5-10mm (sea) water | 5mm plastic | 1mm air or mineral oil | IC B
Would this work at all? Even when only working at lower speed (for example USB FS / 12Mbit) this would be interesting.

After consultation with our specialists, we regret to inform you that the 60 GHz carrier frequency used is not suitable for underwater transmissions because it is completely blocked. This means that no meaningful transmission is possible with this frequency, not even at lower data rates.
