The bit you cropped off tells you this is a view from top, the pins come out the bottom.

The case is metal and at the output voltage

Pins slightly off-center, to the right

So is it assumed that when looking from the top and can read the writing pin 1 is on the right?

Correct, if you look "through the case" as the data sheet suggests, ADJ (pin 1) is slightly to the right of centre, as @Community member​ mentioned.

If you look from below so that the two connection pins are above the centre, then ADJ is on the left.
