I'm searching evalboard with both dPFC and FOC (single motor control), 2-3kW at least.

I found STEVAL-CTM010V1. I'm looking for the source code to add some functionality - is it available to further development?

You can get the FW downloading the X-CUBE-MCSDK

Be sure to download the version v5.4.8.

Open the example

STEVAL-CTM010V1 dual drive with PFC

And generate the code.

It should be a good staring point.
