I am using LNBH26. I want to use the 22kHz tone amplitude as 400mV, but is there any function to change the amplitude?

no, the amplitude of the 22kHz tone generator cannot be changed in the LNBH26.

There is even an internal diagnostic function (see data sheet, section 2.12) that can be used to monitor both frequency and amplitude of the 22kHz tone for compliance with the limits in table 19. An internal change of the amplitude would lead this monitoring ad absurdum.
