Relative variation of thermal impedance junction to ambient versus pulse duration

Relative variation of thermal impedance junction to ambient versus pulse duration is given for all of the switches offered by ST. Is this only for one single pulse or continuous pulses need to use this diagram as well? For example from this graph, if we have continuous pulses with duration of 0.001s, is Zth(j-a) equivalent to 0.4 C/W?
