RHFL7913A, Power-Up

Hello, we are using the RHFL7913A to provide a negative supply for operational amplifiers. When we first supply the positive voltage to the op-amps, there is a positive voltage at the output of the RHFL7913A that is clamped to 0.4V by a protection diode. When this voltage is present, the RHFL7913A does not power up. Do you have any hints for the root cause?
