No, evaluation kits starting with STDES- are not available for purchase, as can also be seen on the website overview:

Fully assembled board developed for performance evaluation only, not available for sale.

For evaluation, you should contact your local authorised distributor or the local ST office.

Please see your other thread, where I replied:

For security reasons, no source code is made available for such high-power applications. Also, only the design documentation is available from STDES, it is not offered for sale.
