STSPIN250 PWM current control

Hi, 

I am a bit confused about PWM motor driving. Is Vref the same value as Vavg of PWM? I tried to calculate the value of PWM current control but there have the result is not the same current value as I measured from a test, here are the parameters;

Rsns = 5 ohms, Vref_max = 3.3 V, PWM duty cycle = 0.2133

I calculate to find Iref = (3.3*0.2133)/5 = 0.1408A.  

but from the test I did, I measured Icoil which is 0.08192A, it's supposed to equal Iref (at the maximum time)?

or did I misunderstand something, please correct me.
