STUSB4500 - SCL and SDA really pulled low when none of VDD or VSYS is present?

According to the datasheet, this is what would happen if no VDD or VSYS is present. This seems like odd behaviour for an open drain output. This also does no correspond to what I'm measuring on the board. Any insights?

Minor clarification: I don't measure this behaviour, but I'm a bit reluctant to simply ignore the warning without some background..
