Yes, the VNS3NV04DPTR-E can directly replace the obsolete VNS3NV04D-E, the parameters are identical. However, it is your responsibility to re-check any necessary approvals.

Not really - the only dual low side switch being a bit similar is the VNLD5090-E, but its current limit is much higher. You can buy it directly from estore.st.com.
