Can ST25R3911B write on tags? Or it is only a reader?

yes all the NFC readers (actually readers/writers, but people including myself are lazy and omit the "/writers") can exchange arbitrary NFC frames. Whether the frame causes a read operation or write operation on the tag or something completely else is up to the tag itself.
