ST-link not detected

Check other cables, check other PC USB ports.

Open Device Manager and turn on the computer sound. When you connect and disconnect the USB cable, is there any sound or update in Device Manager?

yes both a sound is being made and the board is shown in device manager

Where are you looking?

According to the User Manual, LD3 shows an overcurrent event (which in your case is red)
