Project building but not uploading to board

I have a project that builds with no errors but when I "Run as..." the project builds but  never enters the upload sequence so doesn't upload.

The board in question is a Nucleo F411RE & is communicating fine over UART. A previously loaded project is still sending out its debug messages, so I know the USB is good.

Debug is not playing either...
