Error connecting with STLINK - STM32G491MCT

I am experiencing connection issues with STM Cube programmer when connecting ST LINK debugger.

The controller part number i am using is STM32G491MCT.

Getting "Error Target device held under rest", I can connect only if I change the ST link configuration to Hotplug mode.

Even after connecting sometimes it shows "there is no active configuration".

I am unable to program the controller.

Kindly help me to get resolve with the issue as early as possible.
